[Building Sakai] Gradebook2 Scale

The scale of Gradebook2 is the same as Gradebook. It only accepts
percentages 0%-100%, not points. What you are asking for is a scaling based
on points and that feature was never implemented in the original Gradebook
model.

An unresolved feature request for this was
https://jira.sakaiproject.org/browse/SAK-8085 &
https://jira.sakaiproject.org/browse/SAK-7947 from 2006 and either has had
any activity since 2008.
