[Building Sakai] SAK-19812: wurfl.zip upgrade results in 404 error (nightly trunk, 2.8.x, 2.7.x)

New wurfl.zip seems incompatible with the patch file.

Is the patch file from (SAK-19699) still needed with the new wurfl.zip?
