[Building Sakai] Duplicate site loses site membership

No particular use case but I noticed that all the sections/groups are copied over but since site members are not, they are all empty. I just wondered whether this was a bug. Seemingly not.

This is consistent with all elearning systems that I am familiar with
and I am sure it is by design. Copy is meant to be a way to reuse
course materials and not meant to actually make a duplicate of a
course (I can't think of a use case for that).

Maybe you can go into your use case a little bit?
