[Building Sakai] rolling deploy

I'm going to roll usage to ha1/ha5 tonight. HR wants to use Lesson Builder for something public. I hadn't ever tested it with someone not logged in, so a simple fix was needed. We have few enough users that 2 servers should be OK.
