[Building Sakai] Query on Installing Sakai

I downloaded the required jar from

http://source.sakaiproject.org/maven2/org/sakaiproject/maven/plugins/sakai/1.2.0/sakai-1.2.0.jar

Is this correct? and how do I automate this?
