[Building Sakai] includeStandardHead.vm and jQuery version

includeStandardHead.vm link to /library/js/jquery.js (1.1.4) is just a historic thing, this may be a good time to review this (pre work on 2.9). The portal use of jquery is minimal, so testing for an upgrade would be so as well at this point.
