[Building Sakai] Sakai 2: Important Change for Maintenance Branches

Colleagues,
       A proposal was circulated for a 6 month trial period where small enhancement could be merged into maintenance branches under certain conditions.   After a commenting period by the community the TCC voted to move forward with the trial.

This is a distinct difference in how the maintenance branches have been handled so I wanted to bring it to your attention.      Please see https://confluence.sakaiproject.org/x/bBFJB for details.

In August this practice will be reviewed to see if this is a practice that community will formally adopt.
