[Building Sakai] New Tool: Attendance

Hi Bryan,

We could use something like this at Delaware. I think that the calculation
of a grade to be linked to the gradebook would be a must. It would need to
work either as a regular gradebook item or as a "knock-down" for the final
grade (subtract points from the final grade without having to have an item
with an actual point value as denominator, the opposite of extra credits).
