[Building Sakai] problem with the visibility of pictures when using the FCKeditor Resource Browser in Samigo

Hi all,
We´ve seen the following issue. It´s in all the tools that use the 
FCKEditor but we think that the biggest problem could be in Samigo.

If an instructor creates a new exam (that will be published in 20 days) 
and that exam has pictures that are uploaded with the FCKeditor, those 
images would automatically be stored on the site resources and avaliable 
for all students as soon as they are uploaded. So students could see the 
exam images even before the exam is published. Has anyone noticed this 
use case?
