[Building Sakai] [WG: I18N & L10N] SAK-17694 and SAK-17692

I don't know if setting up all texts in sakai.properties is a good 
solution (too much strings). Maybe we could think about setting up a 
directory (like skin.repo) with html files that contains each copyright 
text.  Ex

sakai.properties:
copyright.directory = /library/copyright

...
Files:

iholdcopyright_fr.html
iholdcopyright_ca.html
iholdcopyright_es.html
iholdcopyright.html
ihavepersmission_fr.html
ihavepersmission_ca.html
ihavepersmission_es.html
ihavepersmission.html

Selecting the default language from tomcat when copyright is not 
translated to the user selected language, is in my opinion the best choice.

As you know University of Lleida is member of S2U, that is working hard 
i18n issues. We are very interested in to improve i18n and work to solve 
that problems.
