[Building Sakai] Need to Change Help link in Welcome Page.

Hi Bhanu,
In the admin workspace, go to the Customizer tool > click on Site Types link >
click on a site type > click on Rename Category to rename a tool category. I
think these are stored in some rsn... table.

I don't use the xsl-portal myself so you'll need to get some input from those
that have worked on it. This may be an rSmart specific customisation.
