[Building Sakai] Need to Change Help link in Welcome Page.

Hi Steve,
Now I am able to see the changes. But, I cannot find Left side List
Headdings like My Communications, My Tools, My Settings, Help and Home. They
are in sakai-component-manager
(src.main.bundle.org.sakai.project.config.toolOrder.xml) and
Customizer-task(docs.cle-Configuration-template.xml). When i changes here
Changes are not reflecting. I stop the tomcat and build and then start the
tomcat, but changes are not reflected.
