[Building Sakai] for edia scorm player and sakai 2.7

You don't need wicket release 1.4.15, just make sure you follow the
instructions on confluence and get the latest from the scorm
2.7.x<https://source.sakaiproject.org/contrib/edia/scorm/branches/2.7.x/>
branch.
But nevertheless, the wicket release 1.4.15 release can be found here:

and here:
