[Building Sakai] missing SakaiScript.jws in 2.8.1

To find the relevant tag of an indie tool, the best place to look is the
master/pom.xml file.

Here is the master pom for 2.8.x:

Webservices in the Sakai 2.8.x branch is currently at version 1.0.3.
