[Building Sakai] Exporting Grades to Excel in Gradebook

Agree.  I also confirmed in Windows when you go to Region and Language, and
set your Decimal symbol, that Excel correctly changes the separator when
the cell is output from Sakai as a real number.

Committing SAK-19849 now.
