[Building Sakai] 2.8 startup issues

I'm running Sakai 2.8.1 with Tomcat 5.5.33 on a Windows 64 server. The build went fine, and I'm using the 64 bit tomcat5.exe and dll file to run the service, but the service won't start properly. It hangs on the error below. Strangely, if I run startup.bat, it runs just fine. Does anyone know what I'd need to do to get the service running properly?
