It should just be there.  It is always there.

Go to /portal/pda

Those options just configure it.

If you want to auto-forward folks based on browser type - I *think* that there is no code in trunk doing that - folks just fashion up their own local code to do the clever auto-forwarding.  I think UCT was the first to do that and Michigan does it.

If we have not moved some version of that code into trunk, it seems like we should do that for 2.9.  At this point auto-forwarding to the PDA portal should be a pretty safe feature and should be checked in and turned on by default. Gonzalo?
