[Building Sakai] Message Cntr 2.7.0 and WYSIWYG Editor Not showing Up

Looks like possibly the same issue in OSP?

Funny enough though that OSP does not include the dependency for
jsf-tool-sun.

Does anyone know what the real issue with this was?
