[Building Sakai] gb2 & GWT debug

I think you're pretty much there.  What you need to do is make sure to
add the command line arguments to the launch configuration per the
document.  You can cut/paste em from the dev setup guide.  Once that's
done, instead of doing run as, just do debug as, and it should work.
