You wouldn't want to create a new tool for just those features

1) Every half-hour reminder of left over time as against reminder alert is
displayed just 5 minutes before the end of exam .

Just modify the javascript for the popup

2) Restrict user from any other desk top application or usb port or remote
desk top or other document

Create an integration for a "Locked" browser like Safe Exam Browser,
Respondus, ect

3) Restricting  multiple logins by same user at any given point of time.

Modify samigo

4) Addressing disaster management while attending assessment.
 for example : if system or internet connection fails we should be able to
continue the online exam from the point of failure in next login.

It should already do this (as long as you make the test 1 question per page)
since it saves the answers every time the user clicks a navigation button.
 It won't stop the timer however.
