[Building Sakai] URL directly to edit tools part of site-manage

Yea, it's just "?sakai_action=doMenu_edit_site_tools"
or more completely
/portal/tool/*<tool id>*?sakai_action=doMenu_edit_site_tools

It looks like even directtool passes it along if you only have the site id.

/portal/directtool/sakai.siteinfo?sakai.site=*<site id>*
&sakai_action=doMenu_edit_site_tools
