[Building Sakai] Displaying Course Tool only to Administrators in Sakai

I can see one problem with the "functions.require" approach is that there is
really no single function in Sakai to determine whether this is admin user
or not.

All the existing admin tools (Sites, Realms, etc.) are doing security checks
based on SecurityService.isSuperUser(), and block tool content if current
user is not of Admin type. However, the tool title is still visible from the
left tool navigation list.

Maybe besides function, we can request a feature to restrict tool display
based on roles, e.g. role.require?
