[Building Sakai] Displaying Course Tool only to Administrators in Sakai

So this may not give you everything you want, but OOTB, you could just
"stealth" your tool using the appropriate property for that, which
means it would not appear on any site or be in the edit tools list for
instructors or other site owners to add. Administrators could then
"unstealth" the tool in any site, use it, and delete it when done. The
only annoying thing is the process to "unstealth" a tool takes a
couple of min per site and involves more clicks than one might want ;)
