[Building Sakai] Sakai Trunk and Maven 3

Sakai Trunk should build fine with Maven 3 now.

It hasn't been merged to any branches yet and the build still needs to
work with Maven 2 (so no introducing cool M3 features) but at least
you can use maven 3 and have faster builds.

NB: The OSP Wizard seems to have slightly different dependencies when
built with Maven 3.
