[Building Sakai] Installing Australe 2.7.0.x on Sakai 2.7.1

I think !site.helper is for existing sites. For new sites, you need 
correct permissions in !site.template.course or !site.template.project.
You can test it. If just the change in !site.helper works for new sites 
then you can skip this step.
