[Building Sakai] Problem adding tools to course sites.

  There is a new boolean property in Sakai 2.7 that needs to be set on 
the site's home page (KNL-227).  It is called is_home_page.

Here is a JIRA item with a trunk commit and patch that allows you to set 
a property on a page:
