[Building Sakai] Assignments: Accented french characters are bad displayed in bulk download

Hello everybody,

I was wondering if any of you has ever encountered and corrected this 
kind of error.  When we try to make a bulk download of the assignments, 
all files with accented characters are renamed, the instructor has 
problems returning the assignments.
This jira exists SAKAI-4314

but it seems it has not been finished.

Any help would be appreciated.
