[Building Sakai] Sakai 2.8 Navigation Minimizer - SAK

With some nice cleanup and smoothing from Gonzalo Silverio (many thanks), the navigation minimizer is starting to take its final form.   I attach two screen shots - and you can play with it on

http://nightly2.sakaiproject.org:8083/portal

You won't see the minimize options until you log in because they are suppressed on the login page.
