[Building Sakai] Resources>permissions visible only to !admin users, but nobody else?

In Sakai 2.6.x --

As any !admin user (being in the !admin realm) we can see all the
Resources>Permissions info.

As any non-!admin user, regardless of role (even the 'maintain' role) the
Resources>Permissions frame comes up completely blank.

There doesn't seem to be much in the logs -- here you can see I switch from
y !admin-savvy user, to user "gonzo" who's in the 'maintain' role of the
worksite and... as gonzo, the resource-permissions screen is completely
blank:

The maintain role of the worksite has all "content.*" permissions set to ON.
So there's something else interfering...

So, !admin users CAN see the set-resource-permissions interface, but mortals
see blankness. Ideas?
