[Building Sakai] Instructor seeing assessment times

Normally, if an assessment is timed, that means the instructor cares and
wants to control the time students spend on it. If an assessment is not
timed, that means the instructor doesn't really care about how much time
students spend on it. Students can take more time to work on it and maybe do
some research at the same time. Students can even start the assessment, work
on it for a while, exit, and then return to it some time later.
