[Building Sakai] Jira 4.1 upgrade: email issues resolved

Is it possible to have the rich text field renderer enabled for Jira issue descriptions [1] (and possibly even comments)?

The benefits of this are the ability to format descriptions, such as sample code and HTML.  Trying to decipher code or log entries which are in jira issue descriptions would be much easier if we could format them as such.
