[Building Sakai] melete (cannot update content)

Hello,
I checked and there is
tomcat-5.5.28/components/etudes-melete-pack/WEB-INF/lib/sakai-kernel-util-1.1.9.jar
tomcat-5.5.28/webapps/etudes-melete-tool/WEB-INF/lib/sakai-kernel-util-1.1.9.jar
so it looks that there all is ok.
What can be more then?
