[Building Sakai] Unexpected change in behaviour in 2.6.x wrt to Tool names

Hi All,

Under http://jira.sakaiproject.org/browse/SAK-18165 a change seems to
have been merged in to the 2.6.x branch that changes the behaviour of
tool name localization for all English language schools. Simply put if
you localized your tools the old way using the tools file this has
stopped working as of r77369.\

IMHO a change of this nature should not have been merged to a maintance
branch without far more extensive testing and discussion
