[Building Sakai] Chinese Character

Dear Mattew,

As you said "However trying to reproduce this on other QA's (QA5-US,
nightly2 2.6.x and our local build) are working fine. I can't find the
config option in the fckconfig that seems to be different other or variable
othat than the server is Windows."

Would you mind to tell me the os of those QA's server?
