I should note that the upgrade process may also involve running conversion scripts against your database of choice. The Sakai Community provides conversion scripts for MySQL, Oracle and DB2. So provisioning Tomcat with a new build, while a necessary step in the upgrade process is by no means the only step required to upgrade your production instance.
