[Building Sakai] Add Particicpants MySQL table lock

I've checked 3 mysql servers using "show innodb status". This shows how many locks are held by each connection. For our production system (4.1) and one of our test systems (4.1) there are no locks held by idle connections. For our 5.1 test system there are many of them. I can't prove that this is Mysql 5.1 vs 4.1, but I find it at least suspicious.
What mysql versions are being run by the sites that see this problem?

> We're in the process of moving from mysql 4.1 to 5.1. We see this problem reproducibly under 5.1 but not 4.1. In fact we're probably going to have to cancel the conversion because of it. We don't think the configuration you show is relevant. It affects dbcp. If there's a problem with this configuration, you won't be able to get a connection from the pool. I don't think your error is not from dbcp. It's an SQL exception. Last time we saw errors like this it was from a bad setting of autocommit, but it's not clear whether that is relevant here.
