[Building Sakai] i18n Memorandum of Understanding - Process to fix i18n issues

A welcome initiative, and I think we'd want to maybe even take it a
step further and think about clear and specific goals for i18n in all
new development work, Sakai 3 included. I may be reading it wrong, but
on a first read the MOU seems mostly concerned with identifying and
prioritizing existing issues in Sakai 2.

I know that the accessibility WG has been giving thought to some clear
recommendations of standards [1]. I wonder if a revived i18n group
might do something similar? I think it could lead to a valuable set of
criteria that the Product Council might embrace, to help guide current
and future projects.
