[Building Sakai] Upgrade portal to Velocity 1.6.2?

Hi All,

The default portal implementation currently uses Velocity 1.4 bundled in
the portal webapp (note this is different from the modified velocity
used by the legacy Sakai tools). A quick local test suggests that the
upgrade is seamless (builds, deploys and can navigate the portal)

This is a big change that will need testing so is probably out of scope
for 2.7, but as there where significant performance improvements in
velocity in 1.5 this is possibly something we should look at.
