[Building Sakai] Rwiki jsmath & ie8

Ok my testing has revealed that following the instruction on the page or
modifying them in-line with
http://jira.sakaiproject.org/browse/SAK-17249 produces the following result:


- works on FireFox, Chrome, Konkeror (i.e. Webkit)
- doesn't work on ie8 (I don't have a machine with an old version of IE
to test)

As I understand that others (including Oxford) are running this and it
works in IE8. I've tried in both trunk and 2.6
