[Building Sakai] JLDAP pooling

Hi everyone,

We've been running the JLDAPUserProvider for quite some time now without
any issues. We've run into some server-side "blips" lately and found
that the number of connections to our LDAP server surged into the
hundreds when that happens, despite the fact that we've configured
LdapConnectionManagerConfig.poolMaxConns = 10. netstat shows over 100 of
them as "ACTIVE".

Is commons-pool acting up here or is this expected? We're running v1.3.
