[Building Sakai] Configuring "home" page tools

I 'believe' in 2.7 (and possibly 2.6), for any new sites, the tools are
added in the order specified by wsetup.home.toolids as modified by
SAK-16747. The home page is double column so should be added to each column
alternating in this property order.

See the first comment [1], you can set it up so that there are different
orders and different synoptic tools displayed for different site types.
