[Building Sakai] Discussion data in 2.6/2.7

We run it here at UM, though we will phase it out over the next few 
terms. We also run Forums. We don't have any means of moving data from 
one tool to the other, and don't plan at this point to do so. We may do 
some manual migration help to a few users with lots of topics when the 
time comes.
