[Building Sakai] Softchalk integration

The Sakai artifacts are in the Sakai repo:

https://source.sakaiproject.org/maven2/org/sakaiproject/base/2.6.1/base-2.6.1.pom

If you add the repo deifinition for the sakai repor to the softchalk
base pom it should build ...
