[Building Sakai] Problems running trunk

Refer to this old piece of information [1] about customizing log4j to get
the standalone windows tomcat to write to a logfile. You can do some other
things with log4j to get it to write to other places.

You can also run it as a NT service as described here [2] and it will create
logs as expected, but the log4j overrides would also work in this case as
well.
