[Building Sakai] HTML pages created in Resources tool downloading locally instead of opening

set content.html.secure=false  to remove the security check for displaying
html file in Resource or webContent, if you want to enable or disable the
security check on folder level, you can also check the value of Allow html
file in edit detail. you need to be in admin role in order to change the
value of "Allow html file"
