[Building Sakai] HTML pages created in Resources tool downloading locally instead of opening

I have a Sakai 2.7.0-rc01 instance on my MacBook which my question pertains to, but I also tried this on the qa1-nl QA server and get the same behavior.

When click on the link for an HTML page I created using the "Create HTML Page" option in the Resources tool, the browser wants to download the page (save it locally) before opening it. On our Oncourse implementation of Sakai here at IU, clicking on an HTML page created in the Resources tool simply opens the page in the web browser as served from the server and doesn't require it to first be downloaded and opened locally.

I am guessing that this isn't a bug, but a Tomcat config issue possibly relating to the mime-type it is serving the file with. I'd like to use the Sakai instance running on my MacBook for a demonstration, and am wondering: Is this an easy configuration change to make it so clicking on HTML files in the Resources tool has them simply opening up right away?
