[Building Sakai] 2-6-x nightly2 build failing

Hi all,

I just built 2.6.x without issue with a clean local repo.

The Caret Dev Maven repository went down a couple of  times during the 2.7 cycle. At that point, I placed a task for myself to look at this as soon as I have time SAK-18578. However, I am a bit busy at the moment. I think we should move any artifacts to a more stable repository.

Looks like 2.5.x nightly is down for the same reason.
