Thanks for the reply. The Sakai version is 2.6.0 from binary and the java
version is
java version "1.5.0_24"

What version of Sakai and what version of Java on which operating system?

The java.lang.NoClassDefFoundError suggests some type of packaging error in
the build, possibly related to your JDK's bundled security classes, viz.:

   at java.security.Provider$Service.newInstance(Provider.java:1194)
