[Building Sakai] Sakai Kernel updating and maven

Hello!

I recently updated our Kernel to 1.0.14 (from 1.0.12), however when maven compiles most of the tools it wants to go to the online repositories to get 1.0.12 despite the fact that the pom files do not mention a version.  Does anyone know how I can prevent this and force them to use the 1.0.14 that is in my local repository without going into every pom and adding the version tag?  We are using the 2.6-SNAPSHOT release of sakai.
