[Building Sakai] Maven license plugin

Yes, I've implemented it in both SiteStats and BasicLTI.  It works  
rather well.  We should also consider implementing the remote  
resources plugin to point to a jar that contains the license template  
as well as any other standard readmes, licence text, etc. so that all  
Sakai projects could access a standard set of text-based files in a  
manner similar to what Apache does.  I've not had time to create the  
jar and implement the plugin but I intend to try it out.
